Classification Determination Rating (CDR) System

What It Is

The Classification Determination & Rating (CDR) System is a secure, web-based portal for submitting, reviewing, and documenting workers’ compensation classification requests — job by job, location by location.

Originally developed by our Founder, the CDR System provides underwriting accuracy, operational transparency, and audit-ready documentation across every stage of the staffing process.

It serves as the critical control point between sales, underwriting, and field placement — ensuring every job, jobsite, and host employer is classified correctly before any employee begins work.

How It Works

  1. Submit Request – Enter job title, client, and worksite details.

  2. Underwriter Review – Request is routed to underwriting for classification validation.

  3. Determination Issued – Rate, terms, and comments are documented within the system.

  4. TSRS Oversight – Classification accuracy is monitored and compliance confirmed.

  5. Permanent Record – All decisions are archived for audit and verification purposes.

Key Features

  •  Secure, web-based access available 24/7

  • Job-specific submission and tracking

  • Embedded underwriter documentation

  • Full audit trail for each classification decision

  • 24-hour average turnaround time

  • Continuous TSRS oversight for accuracy and compliance

Why It Matters

Accurate classification isn’t just administrative — it’s the foundation of proper risk alignment.

The CDR System prevents policy errors, mispriced endorsements, and audit disputes by ensuring every placement is approved, rated, and recorded before the first shift begins.

Accuracy before exposure. Compliance before claim.

Improper or undocumented classifications can result in:

  • Premium audit disputes

  • Retroactive policy adjustments

  • Mispriced endorsements

  • Policy cancellations

  • Claim coverage denials

The CDR System prevents these outcomes by validating that every job assignment has a verified class code, correct rate, and underwriting approval tied to the host employer, jobsite, and specific work performed.

When to Submit a CDR Request

A CDR request is required when:

  1.  A new host employer has not been approved during policy underwriting.

  2. A new jobsite is introduced under an existing host employer.

  3. A new job classification is being proposed at an approved host or jobsite.

  4. There are general inquiries about rates, class codes, or endorsement terms.

All submissions are reviewed by underwriting for accuracy and rating consistency prior to employee placement.

Prevention Through Precision

The CDR System reduces risk before it begins.

By validating every host, jobsite, and job classification before placement, TSRS clients achieve:

  • Audit-ready documentation

  • Improved underwriting accuracy

  • Reduced claim denial risk

  • Consistent premium performance

Accuracy before exposure. Compliance before claim.
